Body
Kentucky Resident status has a direct impact on the amount of tuition a student pays at KCTCS. Tuition and charges are based on whether a student is a Kentucky resident, non-Kentucky resident, or a resident of a contiguous county of a contiguous state.
The policy for Kentucky resident status is determined by Council on Post-secondary education but is enforced at each college.
Determination for Residency
In-state tuition is determined by a student's response to residency questions. There are many factors used to determine residency status. Please contact your KCTCS college Admissions office for more information.
- Have you lived in Kentucky for the last 12 months?
- Do you receive financial support from anyone living outside of Kentucky?
- Does either or both of your parents live in Kentucky?
- Are you a U.S. Citizen?
Based on the answers to these questions, KCTCS can to determine the domicile of a student for tuition purposes. For undocumented students and students who have DACA (deferred action for childhood arrivals), they must also complete a short or long residency form as determined by the KCTCS college they are attending. The form must provide information pertaining to the student's high school graduation or GED completion. Students who completed high school in Kentucky or received their GED in KY generally are eligible for in-state tuition.
Appealing Residency Status
- A student who has been assessed non-Kentucky resident tuition rates can apply for a change in status by completing the Application for Residency and providing all required documentation.
- Students must complete the application and provide all supporting documents within 30 days of the first day of class for consideration. Applications arriving after 30 days may be considered for the next term.
Residency Status questions or issues should be referred to the Admissions Office.

Appeals and Review Process
If it is determined that you are an out-of-state resident and you wish to apply for in-state residency, you would need to contact the Admissions Office and request a Residency Form. You must complete and submit this form along with supporting documentation by the term deadline to the Admissions Office.
Appeal decisions will be made within 5 business days.
Before you apply:
- Know the tuition deadline. Filing a residency appeal does not count as payment.
- Please allow one week between filing and the tuition deadline if the outcome of your appeal makes a difference in your enrollment. If you apply for residency within three (3) business days of the tuition deadline, you need to be aware that your appeal may not be reviewed prior to tuition being due and you may be responsible for your full balance or for withdrawing from your courses.
- If you choose to stay in courses past the tuition deadline and your appeal is denied, this is not grounds for a 100% withdrawal from your courses.
- Please complete all sections pertaining to your scenario.
- Please make sure to provide documentation for every item with an asterisk (*).
- If you are filing as a dependent student, you need to supply your parent or guardian's information as documentation. (Example: Parent/guardian driver’s license, lease/mortgage statement, and state tax papers with you identified as a dependent.)
- To be considered for a change of status in a current term, you must apply within 30 days of the start of the semester. Any request received after this date will be considered only for future enrollment.
- Please provide your mailing address and a phone number where you can be reached or have access to voicemail.
After you apply:
- Pay your tuition by the tuition deadline.
- If additional information is needed, the Residency Officer may contact you by phone.
- Please respond to any inquiries about your residency appeal within five (5) business days.
- If the Residency Officer does not hear from you, this may be reason for denial.
- Every student has the right of appeal through the Residency Appeal Committee. This is a formal hearing process that is outlined to you if denied.
